West Virginia Democratic party superdelegates

Scott Saxton covers who the 10 W.Va. superdelegates are, where they stand, and a recent meeting they held.

Only one W.Va. superdelegate, Hillary Clinton supporter Marie Prezioso, has endorsed a candidate.

Our five elected officials Gov. Manchin, Sens. Byrd and Rockefeller, Rep. Mollohan and Rahall, have not endorsed a candidate. Neither have the W.Va. Democratic Party chair and vice-chair, Nick Casey and Belinda Biofore. The remaining W.Va. superdelegates are national DNC member Alice Germond, (above-mentioned) Marie Prezioso, and Pat Maroney.

Marie Prezioso was a 1990 State Campaign Director for Sen. Jay Rockefeller. Pat Maroney is the chief council for the West Virginia AFL-CIO.

I'm don't how the process works for non-DNC, non-elected officials to be named as super-delegates. If anyone else can help shed light on that, I'm quite curious.

Marie Prezioso is the national committee woman from West Virginia for the DNC, and Pat Morney is the male counterpart on the DNC.

Are those elected positions? As in, are they elected via West Virginia Democratic Party members? Or, are they appointed by W.Va. Dem. Party leadership or national DNC?

By the State Democratic Executive Committee. Those folks are elected on the ballot. Some are probably also appointed by the State Party Chair (Governor when of his party).

As I understand it, the WV Democrats were to appoint some more delegates at their state convention particularly to conform to the inclusion policies of the national party (i.e. GLBT, affirmative action, etc.). Will this still be occuring?

According to 2008 Democratatic Convention Watch: "In addition to the above superdelegates, there are 76 additional unpledged add-ons that will be picked at the various state conventions."

I don't know how many are allocated to West Virginia.

I remember reading we got "bonus" delegates for having a late primary (all the April/May primary/caucuses do). That makes me wonder, are those "bonus" delegates super-delegates or pledged delegates?

Okay, I've got all the details here... according to the documents available at WV State Dem Party 2008 County, State, & National Convention Center here are the details:

* The official titles for Marie Prezioso and Pat Maroney are National Committeewoman and National Committeeman.

* "West Virginia will use a proportional representation system based on the results of the Primary
for apportioning delegates to the 2008 Democratic National Convention." In other words, our May 13 primary matters.

* "The first determining step of West Virginia's delegate selection process will occur on May 13,
2008, with the West Virginia Primary and the Presidential Preference. This will be followed by a post-primary convention in June 13-14 at the Civic Center in Charleston, where the delegates and alternates will be elected."

* If you want to serve as a delegate to the state (or national) convention, the uniform County Convention date is April 12, 2008. All counties will hold their conventions on that date. Go, vote, run as a delegate! (Tell everyone there to visit West Virginia Blue! :-) )

Okay, this gets confusing... the documents on the website contradict each other on the delegate totals. In one place it says we have 39 pledged delegates (37 + 2), in another 38 (17 + 1 + 3 + 6 + 1).

* "West Virginia has a total of 37 delegates and 4 alternates. Two (2) additional delegates and one alternate will be awarded as bonus delegates for remaining in Stage III of the election cycle."

* Here's the breakdown on delegates (pledged and "super") for West Virginia (via this PDF)

- District Level 17 + 1 bonus = 18
- Pledged Party Leaders and Elected Officials (PLEOs) = 3 (Selected by WV State Executive Committee)
- At-Large 6 plus 1 bonus = 7 ( Selected by WV State Executive Committee)
- Total = 38 pledged delegates

- Un-pledged PLEO Delegates (Super-delegates) = 10
- Un-pledged Add-On Delegate = 1 (Nominated and Selected by WV State Executive Committee)
- Total = 11 unpledged delegates (a.k.a. super-delegates)

- Total of 49 delegates

* USAToday also reports we have 39 pledged delegates.

Anyone have insights on this discrepency??

In other related news... the Obama campaign spreadsheet "leaked" right after Super Tuesday showed his internal projection for W.Va. as Hillary winning a +2 delegate margin in W.Va. So far, he's been out-performing those spreadsheet projections.
