Rep. Rahall: W.Va most productive coal seams likely exhausted in 20 years

rahallI told you the the winds of change were blowing in West Virginia. Another large gust has arrived: an elephant in the room is officially acknowledged. West Virginia is running out of coal.

Gretchen Mae Stone at the State Journal has the news in the article Senators Co-Sponsor Bill to Restore Clean Water Act. Rep. Nick Rahall (WV-03), West Virginia's long-time Democratic representative of the heart of the coal fields says (emphasis mine):

Rahall said the state's most productive coal seams likely will be exhausted in 20 years. And while coal will remain an important part of the economy, the state should emphasize green job development. That, he said, is especially important as pressure against mountaintop mining increases.

Rahall said the pressure is coming from both Republicans and Democrats. During the 2008 presidential race, Republican nominee John McCain came out in favor of ending mountaintop mining.

"It's something that's evolving over time in our industry and the responsible segment of our industry realizes that," he said.

Exactly. If there's only 20, at most 30, years of productive coal mining remaining in the state, how do we make sure the state's economy makes an orderly transition to what comes next?

So, how do we maximize the economic benefit of coal while we still have it?

If we want to keep as many coal miners employed as possible, we should stop all further MTR.

If more MTR permits are allowed, underground miners will be laid off in droves--the market for coal is soft right now and the most expensive mining operations will close first.

If we don't stop new MTR operations, West Virginia is going to be a world of economic hurt as underground coal miners are out of work.

I agree Clem, MTR has to be brought to the forefront. In the WV senate today they had a coal love-in of sorts when they introduced and passed SR 50, a "WV loves coal proclamation" that was passed unanimously on a voice vote. Sen Herb Snyder (D-Jeff/Berk) made an impassioned speech in favor of the resolution and of the coal's positive (sic) impact on economic development, mom and apple pie...what planet does he live on? I think Sen. Snyder should be bombarded with emails and phone calls telling him just how you feel about his public display of loyalty to the coal barons. His phone number at the capitol is 304-357-7957 and his email is herb.snyder@wvsenate.gov

reality check on national coal production:

Mountaintop mining produces less than five percent of the coal mined in the United States, according to the news release from Cardin's office.

As Nick essentially says, WV needs urgently to begin making the transition, because there will come a time when this state's economic interest in MTR will be superseded by a national consensus that the practice is an abomination whose means (tonnage yielded) don't justify end (wreaking aesthetic and environmental havoc).

That consensus has already arrived, but it's not reached the tipping yet where it's enough of a national outrage to compel banning MTR. But that day is coming. And our Rep. from southern WV not only knows it, he's smart and brave enough to say so.
