Perhaps the name of the West Virginia Department of Environmental Protection should just be changed to the West Virginia Department of Coal Baron Protection.

It was in the managers amendments. At about 3AM Rep. Capito in the House Senate conference committee asked how this got into the bill. I take from  that she would have preferred it not bee there. Or What?

She voted not NO on the compromise bill hashed out. Now, 5:38AM. Started today at about 9AM. Geez. I mean yesterday.
