I've been told it's a waste of time to send mail to Washington, DC. With the post 9/11 screening process, it takes way too long. Best to either fax or email if you have materials to get to someone in DC. For time-sensitive matters--like a scheduled vote--I hear a call or fax to the DC office is best. For other matters a visit to the local or DC office is really good.
More importantly, don't worry too much about how you express your views, just do it!
