West Virginia is ignored in presidential races time after time by both parties because candidates have no reason to pay attention to the concerns of voters in states where they are comfortably ahead or hopelessly behind. In 2008, candidates concentrated over two-thirds of their campaign visits and ad money in just six closely divided "battleground" states - pushing West Virginia to the sidelines.
A candidate can also win the Presidency without winning the most popular votes nationwide. This has occurred in 4 of the nation's 56 presidential elections (1 in 14 times).
The problem is not the Electoral College or the Constitution.The problem stems from the winner-take-all state law that West Virginia has adopted to award its electoral votes.
The West Virginia legislature is considering the National Popular Vote bill to change this state law.
The bill would guarantee the Presidency to the candidate who receives the most votes in all fifty states, make every vote equal and ensure West Virginia is relevant in presidential elections.
