The coal industry, and the friends thereof, the ones who burn the object of their infatuation, are holding the state back due to their undying insistence to protect the industry from business as usual transition.  The state politicos, both parties included are in cahoots with them due to the campaign contributions they enjoy.  Too many tired politicians unwilling to change the dogma and allow the citizenry to prosper with new green jobs, benefits, educational opportunities, and quality of life.
