* Between 7/24/2000 and 5/27/2005, Bayer Corporation PACs (Bayer Corp. PAC and Bayer CropScience Holding Inc. PAC) gave Rep. Capito 13 contributions averaging $6.22 a day.

* Between 9/14/2000 and 3/5/2004, HSBC PAC gave Rep. Capito 8 contributions for $7.89 per day.

* Between 10/19/2000 and 9/21/2006, Bank of America PACs gave Rep. Capito 20 contributions totaling $11.10 a day.

* Between 7/18/2000 and 6/28/2006, J.P. Morgan / Chase PACs gave Rep. Capito 18 contributions for $13.13 a day.

* Between 1/17/2001 and 9/6/2005, the American Bankers Association PAC (BankPAC) gave Rep. Capito 13 contributions equaling $16.83 a day.

Mutual Admiration

After years of intense lobbying by bank and financial institutions the Bankruptcy Abuse Prevention and Consumer Protection Act passed in 2005. Rep. Capito voted for the bill.

Rep. Shelley Capito's position on the House Rules Committee helped push the bill through the House of Representatives without consideration of Democratic Party sponsored amendments to ease the most onerous parts.

Since it took effect, at least one industry source acknowledges the main effect thus far has been to raise consumer fees instead of cracking down on deadbeat borrowers.
